Türkiye exceptional citizenship through qualifying investment
Active
Evidence and datesTürkiye allows qualifying foreign investors to apply for exceptional citizenship following official certification of an eligible investment or job-creation route. Approval is by presidential decision; meeting an investment threshold does not itself issue a passport.

Applicability and permission
Programme type: Citizenship.Evidence
Requirements and important conditions
Complete one qualifying route and obtain the designated authority's eligibility certificate. Property must meet the applicable acquisition rules and carry a three-year non-sale restriction. Specified deposits, bonds, fund shares and pension contributions have their own three-year retention conditions. Complete the residence/citizenship application and supporting identity/investment process.

Important conditions
A separate route creates employment for at least 50 people, as certified by the Ministry of Labour and Social Security. It is not represented as a zero-cost investment option. The USD 400,000 property and USD 500,000 financial-route amounts are statutory equivalent thresholds. Under the Central Bank directive, covered foreign-currency investments are converted through a bank to Turkish lira. The bank-deposit route must keep the lira proceeds for three years at the same bank that handled the FX sale; relevant government-debt and pension routes also retain lira proceeds for three years. The bank-deposit funds are therefore held in lira even though the qualifying threshold is quoted in USD. The Central Bank directive updated on 1 October 2026 specifies the buying rate announced at 11:00 on the conversion day; the handling bank must apply the current conversion and certification procedure.
Select and certify an investment route
The Investment Office lists qualifying property, capital, deposit, bond, fund, pension and job-creation options. Obtain the designated authority's eligibility certificate. The USD 400,000 property threshold and USD 500,000 financial-route thresholds are statutory equivalents with category-specific conditions.
Prepare bank and ownership records
For the routes covered by the Central Bank directive, retain the required foreign-currency sale and banking documentation. Some categories require the resulting Turkish-lira proceeds to remain in the specified instrument. The statutory USD equivalent does not mean that every qualifying investment remains denominated in USD.
Plan the holding period and separate decision
Property has a three-year non-sale restriction. Deposit, bond, fund and pension categories have their own maintenance and certification conditions. Verify the exact instrument before committing funds. The investment certificate supports a separate citizenship application; investment alone does not guarantee approval.
Keep the route, your intended dates, required evidence and unanswered questions together before making commitments.
Conditional financial requirements
Use one option only when all its conditions apply. Within that option, every listed requirement must be met together.
