The main applicant must be at least 18, of good character and health, and demonstrate lawful funds. Due diligence, interview and the required documents apply. The lower project-share threshold applies only to qualifying tourism accommodation with at least two purchasers, a unit worth at least USD 540,000 and at least 20% construction equity already invested before submission.

Important conditions

Circular No. 2 dated 21 August 2026 says the residence requirement scheduled for 31 August will not take effect until the regional regulator is operational and participating states formally announce the commencement date. Await subsequent official commencement guidance; do not assume permanent exemption from residence obligations.

Follow the official agent process

Start with an authorised international marketing agent, who appoints the authorised local agent. The local agent submits the application. The IMA describes document preparation, medical evidence, due diligence and a mandatory interview before a government decision.

Compare contribution and approved-project options

Review the NTF contribution separately from project investment and government contributions. The reduced tourism-share route has specific conditions. Add per-person application, processing, due-diligence and eligible-family charges rather than treating the headline investment as the full cost.

Check payment milestones and residence notices

The IMA process describes completion of the contribution or investment after approval in principle. Its August 2026 circular postpones the planned residence requirement until the regional implementation conditions are met. Check for a later commencement notice before relying on the deferral. Citizenship and passport issuance remain separate steps after approval.
